English Proficiency Rating

Course Overview

Course Duration: 2 Hours

Course Price: 1200 per person

English proficiency testing as per the ICAO regulations, is applicable to air traffic control personnel and flight crews involved in flight operations in airspace where English is required, and is designed to ensure ATCs and Flight Crews are capable of conducting and comprehending radiotelephony telecommunications in English.

Regulations require tests to be conducted by two interviewers, including an Aviation Expert and an English expert who will rate you English Proficiency in the following 6 competencies: 

  • Pronunciation
  • Structure
  • Vocabulary
  • Fluency
  • Comprehension
  • Interactions
Test Method

Candidates will be asked a series of questions. Some questions relating to your work environment and other general questions. The test is not designed to test your knowledge of any particular concept, but rather to provide an opportunity for testers to rate your command of the English Language. 

The Examiners will rate you on the 6 Proficiency skills mentioned above according to the ICAO recommended Rating Scale. This Rating Scale has 6 levels as follows:

6 = Expert

5 = Extended

4 = Operational

3 = Pre-operational

2 = Elementary

1 = Pre-elementary

The Lowest score achieved on any of the Proficiency Skills becomes the overall Rating e.g. If you are rated (5) for Pronunciation, Structure, Vocabulary, Comprehension, and Interactions, but you are rated (4) for Fluency, your overall rating becomes a (4).

Test times & Duration
  • Booking a test session is essential. Please contact us to book your session.
  • The Test Duration is between 30 Minutes and 1 hour per candidate. Please note that some Tests may take a few minutes less and some may take a few minutes more.
  • Candidates shall be required to wait approximately 20 minutes for the processing of their test results.
Test Results

Air Traffic Controllers and Flight Crews involved in Flight Operations in airspace where the use of the English Language is required must achieve a rating of 4, 5 or 6 to be deemed competent and operational.  Please note the following:

  • Candidates achieving a Rating of 3 or lower: Shall not be permitted to operate in International Airspace, and shall have to be re-tested in order to comply. Re-testing can be conducted a maximum of once per week.
  • Candidates achieving a Rating of 4: Shall be permitted to Operate in International Airspace but will have to repeat the English Proficiency Test within a three-year period.
  • Candidates achieving a Rating of 5: Shall be permitted to Operate in International Airspace but will have to repeat the English Proficiency Test within a six-year period.
  • Candidates achieving a Rating of 6: Shall be permitted to Operate in International Airspace and will not have to repeat the English Proficiency Test.
Certification
  1. All Candidates shall receive a Test Results Certificate and other documentation after the test is complete. The submission of these to the Civil Aviation Authority, and record keeping, is the responsibility of the candidate.  
  2. Candidates are required to supply an ID photo for certification purposes.
Test Details

Target Testees 

This course is applicable to: Pilots and ATC’s requiring an ELP (English Language Proficiency) Rating.

Delivery Methods

  • Two Testers in a face-to-face interview with the candidate.  
  • All tests must be recorded and kept on record by the ATO for a period of 5 years.

Test Dates

  • Our testers are scheduled to conduct the ELP Tests/ Interview every Friday. Subject to tester availability, we can also consider completing a test on other days of the week.
  • Additional dates can be scheduled for groups of 8 or more candidates.

The use of cell phones during training is frowned upon (discouraged).  If you are ‘on call’,  please put your phone on ‘silent’ on your desk and leave the room to take the call.  Courses held at Cranfield are all interactive and your instructor will encourage participation, where appropriate. We provide a light lunch between courses which is included in the price, is not compulsory and you are welcome to bring your own if you have dietary challenges (preferences). We have delegates from all over our continent with different beliefs, dress codes, and everyone is very welcome.
